摘要
从土地保障的衰退、家庭保障模式的淡化以及非农产业群体保障的缺失角度,分析了我国农村建立社会保障制度的必要性和紧迫性;阐述了建立健全的社会保障制度的原则;并提出了大力发展农村经济、采取灵活多样的政策形式和建立非农产业群体保障制度等完善我国农村社会保障制度的对策。
The necessity and urgency of establishing a rural social security system in China is analyzed from the angle of desalinization of land security, decline of family-security and disappearance of non-agricultural industrial group security. The principle of setting up a healthy rural social security system is defined. The countermeasures of perfecting the rural social security system, such as developing rural economy, adopting flexible policy forms and establishing non-agricultural industrial group security system are put forward.
