On public participation in technological decision-making process

摘要公众参与已经成为近年来欧美国家技术决策中的重要内容。本文对公众参与技术决策的合法性与障碍、基本条件进行了论述,接着评析了公众参与技术决策的四种模式,并在此基础上阐释了当前欧美国家在技术决策过程中用于吸纳公众参与的主要实施工具。最后,本文对我国公众参与技术决策的问题进行了思考。 It is such a time that public participation in technological decision-making process has been an important issue in European countries and in America. This paper discusses the validity and obstacles of public participation in technological decision-making process as well as the preconditions, Then, the paper further analyzes four patterns of public participation in technological decision-making. Furthermore, the applicable means for involving the public in technological decision-making process in current European countries and in America are clarified here. Finally, the relating problems of public participation in technological decision-making in our country are explored.
