摘要
本文在对西部退耕还林 (草 )的必要性及目前状况论述的基础上 ,分析了它目前存在的问题。提出促进退耕地区人口城市化、提高可耕地的产出能力、发展生态农业、促进农业产业化、完善补助机制
On the basis of the discussion of the necessity and the status of transferring plough to forest(or grass),this paper analyzed the problems that lied in it, and provided with six suggestions: urbanizing, promoting the output of arable land, developing ecologic agriculture, encouraging agricultural industrialization, amending subsidy mechanism.
