摘要
对消防行业协会、检测认证机构 ,特别是从事有偿消防技术服务活动的消防中介机构 ,在其发展中遭遇的政府职能越位、政策法规配套缺位、市场机制培育滞后、专业人才缺乏等问题进行了讨论 ,并对我国加入 WTO以及行政许可法实施后 ,消防中介立法的迫切性进行分析 ,从目的。
Discusses the issues that obstruct the engagement of firefighting associations, inspective and licensing bodies and especially mediating agencies of firefighting in their enterprise-oriented business activities which provide firefighting services and technical support. The issues include the transgression of government functions, the lack of coordinative policies and regulations, the lagging behind of market development and the deficiency of professionals. After elaborating on these issues, the thesis points out the urgent need of legislation on mediating agencies of firefighting in view of China's entry into WTO and the implementation of the Administrative Licensing Law. The thesis concludes by proposing a practical scheme to the intendment, guidelines and form of legislation on mediating agencies of firefighting.
