摘要
根据咸阳市 1 981 - 2 0 0 1年的统计资料可知 ,近 2 0年来咸阳工业三废污染问题非常严重。虽然工业废水排放量减少 ,但废水达标率却上下波动 ,处理率不高 ;工业固体排放量快速上升 ,且处理率很低 ,有大量固体废物未加处理、利用 ;工业废气排放量直线上升 ,工业粉尘去除率非常低。这些都制约着咸阳地区的进一步发展。产生工业污染的原因很多 ,主要是咸阳工业布局不合理及生产工艺低下 ,其次是人们环保意识低下和政府环境执法工作力度不大。治理咸阳地区工业三废污染的措施主要有 :减少污染源的措施 ;污染者负担治理费的措施 ;大力加强咸阳地区环境治理设施 ;提高固体废物处理和综合利用率 ;严格推行除尘和烟气脱硫技术。
According to statistical data in Xianyang city form 1981 to 2001, we can conclude that the industrial wastes pollution was very serious in the past 20 years. Though discharge of industrial waste water reduced, the rate of waste water that up to standard fluctuated, the treatment rate was not high; Industry' s solid emission rose fast, and the treatment rate was very low, a large amount of solid waste was not deal with and utilized ; discharge of Industrial waste gas rose quickly .The rate of the industry dust treatment was very low. All these limited the stable development of Xianyang city. There were many reasons for industrial pollution , the main reason was unreasonable distribution and low technology of production. Secondly,it was that the government's environmental law-enforcing work was unefficiency and people's environmental consciousness was not clear. The measures for insustrial pollution management in Xianyang city were as follews: reduce the pollution sources; the polluter should afford the managing fee; Strengthen founditional facility of Xianyang in a more cost-effective manner. improve solid waste disposal and utilization; pursue dust removal and flue gas desulfurization technology strictly.
