摘要
城镇养老金体制改革是我国当前改革热点之一，它对我国的经济体制改革，尤其是国有企业改革有重大的影响，并渗透到人民生活的各个方面。本文试图对包括筹资、给付、管理、投资在内的城镇养老金体制进行较为全面、系统的分析，并提出了改革的建议。根据改革的现状，本文提出，目标不明确是影响我国城镇养老金体制改革成效的重要因素；为此，应采纳世界银行的建议，实行三重支柱的养老金体制。基于这个目标，作者提出了八项改革建议，并对转制成本的负担问题进行了探讨。
As a major aspect of current reforms in China,pension reform plays a vital role,especially in state－ owned－ enterprise reform.It also affects people's life.In the present paper,a comprehensive and systematic analysis on the frame of pension system,including raising,giving,administration and investment of funds,was made.Based on the analysis,some suggestions for the reform are put forward.In the light of current status of urban pension reform,aim vagueness is considered one of the important factors to hinder the reform in China;consequently,the tripartite pension system proposed by World Bank should be adopted.Based on the aim,eight measures are put forward in the present paper,and the problem of“ hidden” debt is discussed.
