摘要
大庆油田20世纪80年代开始实行勘探项目管理,在油气勘探过程中发挥了重要作用,取得了显著成果。进入新世纪后,面对新的形势,大庆油田广泛借鉴国内外油公司勘探项目管理的经验,努力完善以勘探项目为核心的油气勘探管理体制和运行机制。通过进一步理顺管理关系,明确部门职责,完善矩阵式组织形式,建立制度文本化的管理体系,加强三支队伍建设,油气勘探项目管理实现了“科学决策,精心设计,周密组织,严抓质量”,为松辽盆地中浅层石油勘探、深层天然气勘探和海拉尔断陷盆地油气勘探等三大领域不断取得新突破提供了可靠保障。
Daqing Oil Field started to carry out exploration project management from the 1980s. This practice has played an important role in oil and gas exploration process and achieved remarkable results. Facing the new situation in the new century, Daqing Oil Field has borrowed the extensive experience in exploration project management from the oil companies both at home and abroad and strived to perfect the oil and gas exploration management system and operational mechanism centering exploration projects. With the efforts to establish reasonable managerial relations, clarify the responsibilities of each department, and set up the management system in the form of archives, the oil ?eld is now able to make decisions scienti?cally, design and organize exploration projects carefully and focus itself on the quality in management of its oil and gas exploration projects. Those efforts provide the reliable guarantee for continually making breakthroughs in the oil and gas exploration of the three major ?elds--medium-depth and shallow layer oil exploration and deep-layer natural gas exploration in Songliao Basin as well as oil and gas exploration of Hailaer fault depression basin.
