摘要
农村居民点土地整理是旧村改造的一项重要内容 ,是盘活存量土地资源 ,确保耕地总量动态平衡的有效措施之一。本文以北京市大兴区黄村镇狼垡村农村居民点土地整理为例 ,初步分析了城市近郊农村居民点土地整理的内涵及其重要意义 ,并对农村居民点土地整理的潜力测算、规划编制、实施策略、运作模式及效益分析进行了深入探讨。
Land rearrangement of rural residential area is an important content of former village reformation. It is also an important countermeasure to recover current land resources, and ensure the realization of total arable land in dynamic balance. Taking the case of land rearrangement of rural residential area in Langfa village, Huangcun, Daxing, Beijing, the connotation and significance of land rearrangement of rural residential area in suburban are analyzed in this paper. The potential measurement, planning organization, execution strategy, implementation model, and benefit analysis in land rearrangement are detailedly discussed.
