摘要
党的十六届四中全会作出关于加强党的执政能力建设的决定 ,各级领导干部的素质建设是其中的关键 ,由于党的治国理政活动均需纳入法制的轨道 ,因此加强领导干部依法执政能力建设则更是关键的关键。加强领导干部依法执政能力建设是党的为人民服务宗旨的要求 ,是求真务实、开拓创新等目标理念的要求 ,而构建依法治权的法治模式 。
The DECISION in the 4th Plenary Session of the 16th National People’s Congress aims to improve the governing power of CPC. In order to achieve this goal, the construction of cardres’ quality is one of the cores. Moreover, the construction of promoting carders’ ability of governing by law is the key of all since all the official activities of our party should be carried out by observing the law. Therefore, it is essential now to improve their ability of governing by law to construct a new governing model.
