摘要
本文阐述了民族权利与宪政建设的关系 ,分析了我国民族自治地方民族权利发展方面的新特点和新问题。作者认为 ,为了进一步保障和发展民族权利 ,必须加强民族自治地方的宪政建设 ,处理好民族自治权与民族其他权利的关系 ,处理好经济建设与宪政建设的关系 ,处理好秩序稳定与自由权利发展的关系 ,处理好基本权利制度与具体法律保障制度的关系 ,加快民族权利法治化建设的步伐。
This paper expounds the relationship between the ethnic rights and the development of the constitutional government and analyzes the new characters and problems concerning ethnic rights in the ethnic autonomous areas. The author argues that,to fully guarantee the ethnic rights, we must do the followings: improvingthe constitutional governmentof the ethnic autonomous areas; dealing well with the relationship between the economic development and the constitutionaldevelopment, and the relationship between the stability and the development of freedom and rights, and the relationship between the basic rights system and the specific safeguarding system through the law; speedingup the legal developmentin terms of the ethnic rights.
