摘要 在新公共管理的理论和实践之后 ,美国公共服务的提供机制也发生了巨大的变化 ,各种不同的理论体系如雨后春笋般涌现 ,本文主要介绍其中的新公共服务理论。新公共服务理论是建立在公民权利与责任的民主化、社会民主化的基础上 ,并形成了构成新公共服务的若干纲领性原则。新公共服务的理论蕴涵值得给予学术探讨 ,对当前中国服务型政府改革有深刻的启示作用。
