摘要
本文基于高技术企业综合素质评价指标体系,将黑龙江省高技术企业综合素质与北京、上海、广东等地进行了比较分析,认为黑龙江省高技术产业规模偏小;技术创新能力不强;高科技成果转化速度较慢,产业化程度低;上缴利税额、出口创汇额偏低,为社会提供的就业人数有限;民营科技企业规模小,经济总量不大,对全省经济贡献度还不够高,在经济社会活动中的作用和地位尚不明显和突出;高技术企业的“通才”缺乏。文章认为,提高黑龙江省高技术企业综合素质,一要着力改善高技术企业创业环境,营造创业者的栖息地;二要大力发展资本市场,鼓励民间风险投资;三要建立和完善科技创新人才的激励机制;四要建立和完善各种专业化服务体系;五要建立能促进高技术产业集群发展的区域文化。
Using the high-tech enterprises overall quality evaluation index system, the authors make a comparative study on high-tech enterprises of Heilongjiang,Beijing, Shanghai,and Guangdong,and finally get the conclusion that to improve the overall quality of high-tech enterprises of Heilongjiang Province,5 measures should be taken. First,bettering the internal environment for pioneers. Second,developing capital market and encouraging private venture capitals to invest in high-tech enterprises. Third,instituting a set of incentive mechanism favorable to the use of competent people. Forth, establishing and perfecting various specialized service systems. Fifth,fostering regional culture favorable to the development of high-tech industries clusters.
