摘要
20世纪后半期 ,美国大都市区人口和资本的离心性流动导致了富有人口、产业和政治权力重心转向郊区 ,中心城市问题丛生 ,陷入积重难返的困境。这种转变滥觞于市场经济机制下科学技术在生产、交通和通讯等领域的飞速发展。这不仅使郊区成为城市居民首选的理想居住场所 ,也为企业在激烈的竞争中扩大规模化生产提供了横向发展的必要条件。在此过程中 ,联邦政策的矛盾性对郊区和中心城市反向发展起了推波助澜的作用。同时 ,社会上根深蒂固的种族歧视和经济上的排斥泛滥有加 。
Centrifugal flows of population and capital in metropolitan districts during the second half of the twentieth century shifted the rich, the industries and the political power center to suburbia, resulting in all kinds of problems and difficulties in the central cities. The shift originated from the rapid development of science and technology in production, transport and communication under the impetus of the market economy. It not only made suburbia an ideal living place for urban residents but also provided necessary growing space for enterprises facing intense competition. Contradictory federal policies added fuel to the flames. Meanwhile, deep rooted racial discrimination and economic exclusion ran even wilder and the poor were further marginalized.
