摘要
风力发电是我国重要的后续能源之一,大力发展风电对我国能源供应和环境保护极为重要。文中通过翔实的数据分析中国风力发电发展的现状,给出2003年底各省风电装机情况,简述国家发改委2003、2004年组织的风电特许权项目的基本要求和招标情况,介绍可再生能源法的立法背景和基本思路。并针对目前我国风电发展过程中存在的一些问题,从风资源测量与评估、风电场微观选址、风电接入电力系统及风电设备的认证和检测等方面分析中国风电发展目前迫切要解决的有关技术服务。
Wind power is an important alternative energy. It is of great importance for energy supply and environmental protection to develop wind power in a large scale in China. This paper analyzes, via full and accurate data, the status of wind power development in China, and lists the total wind power installed capacity in provinces by the end of 2003. It described briefly the basic requirements and biding issues of wind power concession projects organized by the National Development and Reform Commission in 2003 and 2004, and introduces the background and principles of the Law of People's Republic of China for Renewable Energy. In addition, aiming at the problems emerged during the development of wind power in China, technical supports needing to be resolved urgently are discussed in aspects of measurement and evaluation of wind resources, micro-siting of wind farms, grid-connection of wind units, as well as certification and test of wind generation equipment and so on.
