摘要
在世界经济、科技一体化的背景下 ,高新技术产业化居于技术创新与国家经济和社会发展的“中介”地位。当前 ,我国高新技术产业化政策存在政策导向不明确、政策重点不突出、政策协调性有待加强、政策的适用对象需要转变等问题。为此 ,高新技术产业化政策应具备激励、引导、协调和控制功能 ;同时 ,制定和实施高新技术产业化政策必须遵循四大基本原则 ,即系统协调性原则、全面兼顾与重点突出相结合的原则、激励与控制相结合的原则。
On the background of globalization of world economy as well as science and technology,Hi-tech industry stands in the middle situation between technological innovation and country economy development.Currently there are some problems existing in policies of China Hi-tech industry such as policy direction is unclear,policy keypoint is not outstanding and policy harmony needs to be strengthened.So Hi-tech industry policties should have the functions of encouraging、leading、balancing and controlling.Meanwhile formulating and implementing Hi-tech industry policies must abide by the following several principles:system harmony, combination of encouragement and domination as well as combination of anticipation and operation.
