摘要
小矿的蓬勃发展为我国建立了完善的矿业经济体系,在促进地方经济的发展、创造就业岗位、农民脱贫致富和缓解资源供需矛盾等方面做出了积极的贡献。然而,小矿的存在又给社会带来了浪费资源、污染环境以及安全生产等方面的问题。同时,在小矿的发展过程中正遇到了诸多的瓶颈因素。文章分析了小矿的作用、弊端,以及我国小矿发展过程中所面临的问题,并提出了一些相关的对策建议。认为合理规范小矿行为,加强管理,引导小矿走上可持续发展的道路具有重要意义。
The thriving development of small-scale mining has established integrated mining system. It has positive contributions to promoting provincial economy development, creating working places, helping peasants from poor to be wealthy and resolving the contradiction between supply and demand. Small-scale mining, however, has brought about many serious problems, such as waste of resources, pollutions, and safeties. Meanwhile, small-scale mining is up against lots of bottlenecks in the course of development. This article deeply analyses contributions and destructions to society that small-scale mining does, and puts forward some advices on relevant problems to small-scale mining. The article holds the view that it has significance to strengthen the management of small-scale mining rationally and lead it to a sustainabe development way.
