摘要
以系统论，生态学、耗散结构理论为基础，分析研究了榆中县水地资源利用系统的结构特点，认为节水改土是合理开发利用水土资源，提高水资源利用率和土地资源生产率的关键；提出了走开源节流、节水改土、水旱并举的道路，建设引水改土型水土资源利用系统，农业节水改上先行的设想；给出了榆中县区域水土资源利用系统的模型。最后，从运用新技术节水改土的战略思想出发，提出了具体可行的节水改土对策和相应的技术措施。
Based on the theories of system, ecology and dissipatiue structure, the structure andbenefit of water and land resources in Yuzhong County have been analyzed in this paper. Itis considered that the keys for increasing the utilization ratio of water and land productivityare to economize water, improve soil and set up a rational utilization system of water and landresources in the region. Some effective countermeasures and technical measures are presentedfor economizing water and improving soil.
