摘要
工程量清单计价规范的实行给工程造价管理带来的最直接的变化是:工程定价的权利由市场决定.在新计价模式下,招标方、投标方及工程造价管理部门都面临着一系列新的问题.详细地分析了招标方能否提供全面的招标清单、企业定额的制定、相关的配套立法建设等问题,并提出相应的应对措施.希望能对工程造价管理由被动控制转变为主动的系统化管理有所裨益,从而最大限度地提高投资效益.
The implement of the bill of quantities price criterion makes the price is determined by the market, and in this price mode, the inviting bid, the bid and the engineering price administer will face some new questions. This paper analyzes detailed the questions of comprehensive of bill of quantity, establishment of corporation, developments of related lawmaking. At last, the solution method to the above questions are suggested.
