摘要
非传统安全问题的凸显是新安全观产生的重要前提,"综合安全"与"合作安全"是新安全观的合理内核,二者集中体现新安全观的"新"的含义。首先为安全问题的认识提供新的视角,其次突出了非传统安全的新地位,最后顺应了人类发展的新趋势。针对新安全观各种置疑作者旨在阐明倡导新安全观是建立世界新秩序的重要途径。
The noticeable problem of non-traditional security, which is the prerequisite, made the new security framework come into being. It is the rational intention of the new security view. First they provide new angle of view to security problem. Second they give prominence to new position of non-traditional security. Finally they conform to the new trend of the human development. In accordance with some questions, the author clarifies that we initiate the new security framework to construct the new world order.
