摘要
分析了影响科技查新质量的关键因素及构建查新质量保障体系的主体结构,论述了查新机构确保查新质量的策略与方法。探讨了构成科技查新质量保障体系的如下主要组成要素:合理的业务流程、科学的管理系统、高素质的查新人员、丰富的查新资源、内容规范及文献对比分析准确且查新结论客观公正的查新报告、完善的专家审核制度及健全的档案管理制度等。
This thesis analyses the key factors which affect the quality of novelty search, and the main structure which constructs the quality guarantee systems of novelty search. It discusses the strategies and methods that ensure the quality of novelty search in novelty search organizations. It also explores the main elements that constitute the quality guarantee systems of novelty search in science and technology. The main elements include: reasonable professional process, scientific management systems, excellent staffs engaged in novelty search, rich resources in novelty search, reports which have standard contents, accurate contrast analysis on documents, objective and just novelty search conclusion. In addition, it is consist of perfect experts examine institution and records management systems.
