摘要
北约在冷战后的延续及其作用考验着新现实主义和新自由制度主义这两大主流国际关系理论的解释力和预测力 ,本文旨在考察围绕北约的继续存在及其未来角色而展开的论争。在解释北约的延续问题上 ,新自由制度主义看重制度本身的力量 ;在对北约未来定位的认识上 ,新自由制度主义乐观地认为北约将在欧洲安全格局中扮演积极角色。文章指出了制度主义在这两个问题上存在的缺失 ,并且从现实主义立场出发关注了决定欧洲安全结构的国际权力分布和大国关系 。
The explanatory and predictive power of neorealism and neoliberal institutionalism has been tested by NATO's persistence and function after the end of the Cold War. This essay aims to investigate the theoretical controversies over NATO's persistence and its future role. Institutionalism emphasizes the strength of institution itself and neglects the power of states creating the institution in its explanation of NATO's persistence. However, the thesis focuses on the distribution of capabilities and the relationship among great powers----the two factors that determine the security structure in Europe. In the cognition about NATO's orientation, institutionalism optimistically thinks NATO will play an active role in Europe's security structure. But in this paper, the author challenges these optimistic conclusions by analyzing increasingly intense dilemma of collective action that NATO has to face.
