摘要
以城市资产经营公司(以下称公司)设立的初衷为逻辑起点,结合公司运行实践,对公司的功能定位、现实特征和存在的四大问题进行了深入剖析和阶段性小结。针对公司面临的约束条件,文章提出通过将公司变革为战略中心型组织来统筹公司的战略制定、业务流程、员工激励和公司可持续发展,并给出保障变革顺利进行的5条原则以及战略地图和平衡计分卡2个重要工具。最后,结合公司实际详细描述了变革的实施路径和工具的使用方法。
Starting with thes ignificance of the establishment of the City Asset Management & Operation Company (Company for short), this paper analyzes and summarizes the posi- tioning of the Company’s function, characteristic, and four major problems inherited. According to the aforementioned problems and the constraints of the governance, social responsibility and the idiosyncratic assets, the paper offers the suggestion of refor- mation oft he company to the strategy-focused organization, which command the strategic de- cision making, business process, employee motivating and the sustainable development of the organization as a whole. Accordingly, the paper brings forward five principles and two managerial tools (strategic map & Balanced Score Card) which guarantee the successful reformation. In the end, the paper introduces the roadmap of the reformation and the mana- gerialt ools implementation in accordance with the practice. The managerial theory and the tools used in the paper will definitely be useful to the development and maturity of the company.
