摘要
在历史社会中,道德被看作是为调节群己关系和维系社会稳定的重要手段。古代思想家甚至把从政者的道德修养提升到“治国平天下”的高度来认识。在法治社会中,道德作为法制的必要补充,对行政行为具有重要的约束作用。
In the historical society, morality was regarded as important measures to adjust the relationships between the self and the collective, measures to maintain the stability of the society. The ancient thinkers thought of the moral accomplishments of the politicians as the quality of serving the sovereignty and the country. And nowadays in the legal system, morality is a necessary and indispensable supplement to the laws, which also plays an important role in restraining administrative behaviors.
