摘要
改革过程就是制度变迁的过程。从邓小平南方谈话到中共十六大召开,是中国私营经济发展进程中最具突破性的十年。在这十年里,私营经济已发展成为社会主义市场经济重要组成部分中发展最快的部分,私营企业主已同其他阶层一道成为了中国社会主义事业的建设者。邓小平南方谈话使私营企业发展驶入了一个新的历史拐点,迎来了发展的第二个春天。中共十六大为私营经济发展和私营企业主进步扫清了障碍,使之政治地位更加鲜明,是私营经济发展的第三个春天。
The process of reform is the process of institutional transformation. It has been the 10 years of breakthrough development of China’s private economy from Deng Xiaoping’s “Southern Talks” at the beginning of 1990 to the 16th Convention of Chinese Communist Party. In this 10 years, private economy has been the fastest growing part in China’s economy, and the owners of private enterprises have become the co-operators with other groups as the builders of China’s socialist cause. Deng Xiaoping’s “southern talk” promoted the private sector into a historical turning point , and made a “second spring” of the development of private enterprises. The 16th Convention of Chinese Communist Party has continuously broken the trap to prevent the development of private sectors, and gives the private sectors very certain political position, which means China’s private economy has reached the “third spring” of development.
