摘要
本文主要以公共财政理论、公共选择理论为框架,重点探讨了农村地区公共产品筹资渠道和手段对农村公共产品建设的影响,推导出带有共性的行为特征,并在分析影响当前农村公共产品筹资的体制和政策问题的基础上,就解决这些问题,以及如何构建符合市场经济运行要求的农村公共产品筹资机制,提出了有针对性的政策建议。
In this research paper, it is based on the analysis of the common public finance theory and the public choice theory, taken the market economy as the backdrop,adopted the substantial-evidence research means. We can see the distinguish feature as follows: comparing analysis by means of the representative example of case; making known chiefly with the welfare-function pattern in the public choice theory; deliberating the capital raising and providing course of the public goods in the countryside; considering the action of central government and local government which chiefly of the government in county countryside, the countryside community-collective economy organization and the peasantry; focusing on the effect of the method to capital raising and providing for public goods in the countryside; summarizing the generality action feature in the derivation. In light of this, this paper is tended to come out a concise analysis of the problems and possible policy proposal associated with current rural public goods providing to construct market economy operation.
