摘要
现代国家建立政府采购制度,旨在加强对政府财政的支出管理,节约财政资金,提高使用效益,随着经济发展,也越来越成为政府进行宏观调控的有力举措,对国家的宏观经济发挥着重要作用。而且,政府采购法律制度是一个系统工程,需要从经济法的角度去理解它的性质和作用,将其定位于宏观调控法更为适宜。
The system of governmental purchase is to strengthen the money control of the government, save the governmental fund, improve the money use. With the economy developing, it become a good policy to supervise the economy around the country. Moreover, the governmental purchase is a project system, we need to understand it from the aspect of Economic Law.
