摘要
生态安全是指人类在生产、生活与健康等方面不受生态破坏与环境污染等影响的保障程度。区域生态安全研究具有宏观性和针对性的特点,评价标准具有相对性和发展性。在背景调研及深入剖析黄土高原边缘地区生态系统特点基础之上,应用科学发展观理念构建了包括资源生态环境压力、质量和保护整治能力三方面指标在内的评价体系框架,并以山西省大同市为例,论证了该指标体系的科学性和实用性。
Ecological security means the safeguarding capacity that the ecology is not destroyed and the environment is not polluted in human's production, general life and health. Regional ecological security research has the macroscopic and target characteristics, and the assessment standards are relative and in development. In this paper, a target system including pressure, quality and conservation capability of resources ecological environment is developed based on survey and analysis of the features of ecosystems in the marginal zone of the Loess Plateau by using scientific development theory, and a case study on the scientific property and practicality of the target system is carried out in Datong City, Shanxi Province. The result shows that the value of overall ecological un-security in Datong City was increased from 0.409 in 1996 to 0.420 in 2001. Which reveals that the ecological environment is continuously degenerated, and the ecological environment is extremely vulnerable in the marginal zone of the Loess Plateau, where the landscapes are fragmentized, that is the climatic disasters occur frequently in the marginal zone of the Loess Plateau, the zone is in shortage of water resources, and the vegetation coverage is low. Therefore, it is suggested to fully utilize natural resources under scientific and technological supports and develop the regional economy in a planned way within the carrying capacity of ecological environment so as to achieve the regional sustainable development.
