摘要
结合我国石油化工系统在建设工程管理方面的改革经验,阐述了大中型建设项目实行工程总承包制的必要性,从设计、采购、运输、招标、施工等方面分析了进行投资控制的具体措施。最后,对大中型建设项目工程管理模式的改革提出了几点建议,认为:应尽快创造条件创建国际型工程公司;工程总承包应实行以项目部为中心、项目经理负责制的管理方式;推行建设监理制;建立和健全计算机网络系统和质量控制体系。
Combined with the experience in reforming construction engineering management in Chinese petrochemical system, this paper expatiates on the necessity of adopting the mode of engineering procurement & construction (EPC) contracting for large and medium-sized construction projects, and analyzes the specific measures of investment control from aspects of design, procurement, transportation, bidding, construction, etc. Proposals are also offered for reforming engineering management mode of large and medium-sized construction projects, which press the provision of conditions for establishing international engineering corporations, advocate the system of project manager responsibility for EPC contracting, and promote the construction supervision system as well as the establishment and improvement of computer network system and quality control system.
