摘要
上海浦东新区“列车工程”的流产,暴露出了我国转型期组织之间进行集体行动时面临的困境,即组织间有资源交换的动因,却无法行动起来以促成资源流动。本文以自由行动者及其理性决策为思考的逻辑起点,指出集体行动陷入困境的重要原因是相关行动者的能力短缺,以致于它们不能以自由行动者的角色构建集体行动。
The unsuccessful“train project”in Pudong construction brings to light the dilemma of collective action in the period of China’s transition, that is, actors’failure to exchanging their resources to get out of their encountering troubles during the course of collective action. Based on the viewpoint of free actors and its reasonableness for decision-making, this article probes into the reason of the failure and draws a conclusion that organizations and farmers at that time lacks in abili- ties to grow into free actors for constructing collective action.
