摘要
本文探索了官僚行为研究的基本途径,梳理了四个官僚行为研究流派的特性,力图厘清这些流派所赖以存在的基本价值前提,并建议在官僚行为研究中运用综合模式。该模式应涵盖不同流派所针对的各自不同的官僚行为动机,它将比其它流派更全面地解释公共官僚的行为动机,并将增进我们对官僚的基本行为动机、公共利益和组织绩效之间关系的理解。
Although there are quite a few streams of research on bureaucratic behavior, each goes its own way; furthermore, the main findings of each research do not provide satisfactory interpretations of bureaucratic behavior, and do not reflect complexity of human behavior. This article explores the basic approaches towards bureaucratic behavior, examining the characteristics of the four existing schools of bureaucratic behavior research and presenting the underlying assumptions of them. It also suggests building a composite model of research on bureaucratic behavior, which should accommodate the different motives that different schools have dealt with, provide a more comprehensive interpretation on bureaucratic behavior, and advance more of our understanding of the relations among the basic motives of bureaucrats, public interest,and organization performance.
