摘要
经济技术合作是APEC的重要支柱。在新地区主义框架下,经济技术合作可以看做是APEC成员为了获得集体利益而开展的集体行动,它的发展“瓶颈”主要源于集体行动中的“搭便车”问题。理论上,“搭便车”问题可以通过“轴心机制”来克服。对于经济技术合作而言,如果要克服集体行动中的“搭便车”问题,则需要推动经济技术合作的制度建设。目前,推动APEC经济技术合作的制度建设可以从规则、组织两个层次展开。
ECOTECH is one of the important pillars of APEC. Under the framework of the New Regionalism, ECOTECH can be regarded as collective action by APEC members to achieve collective interests. However, the free-rider problem has become a bottleneck in its development. In theory, this can be solved through an axes mechanism. For ECOTECH, the proper solution to the free-rider problem in collective action is to promote institutional construction, which can currently be developed at the two levels of the regulations and the organization.
