摘要
对社会保障资金管理绩效和安全性的追求,必然会引发对其管理层次问题的关注。分析我国当前面临的困境和挑战及国外现有管理模式之利弊,我国社保资金的管理层次模式可从以下方面进行创新:法治分权架构;科学的职权划分;资金运行的NGO与政府组织的混合竞争;复合监控。
The target of efficiency and safety of social security arouses large concern about its administrative levels . Based on analyzing dilemmas and challenges faced in our country as well as combining with advantages and disadvantages of manage pattern in existence,the author poses four innovations about our system:legal framework of decentralizaing, scientic division of power and obligation, mixed competition between NGO and government, complicated supervision.
