摘要
“一费制”的实施一方面减轻了农民负担,降低了农村学校的辍学率,另一方面也在一定程度上影响了贫困地区农村师资队伍的稳定及其发展。为确保农村义务教育的双赢,应强化政府对农村义务教育投入的责任、促进农村师资队伍专业素质的发展、加强师德和心理健康教育、实施以人为本的学校管理及建立农村师资交流制度等方面的措施。
The implementation of the “single-charge system” relieves the farmers＇ burden, decreases the dropout rate and influences the stability and development of the rural teachers in the poverty - stricken areas to a certain degree. In order to guarantee the “win - win” of the compulsory education in the countryside, we should strengthen the responsibility of the government to put more investment in the rural compulsory education, promote the development of professional quality of the rural teachers, strengthen the teac ment and set up the exchange system of hers＇ moral and psychological education, implement the “people - first” manageeth rural teachers.
