摘要
本文通过论述县级土地利用总体规划中城镇指标分解中及上轮土地利用总体规划(1997—2010)中该项指标分解中的不足,提出在新一轮土地利用总体规划中通过对不同的乡镇进在综合打分的基础上进行新增建设用地指标进行分解,来确定县级土地利用总体规划规划中乡镇城镇用地规模的方法,以便提高新一轮县级土地利用规划编制的科学性、权威性。
There is some limitation how to distribute the adding land index of town in the previous general land use planning（ 1997-2010）. In order to make the general land use planning more scientific and authoritative,this paper give a new means which base on giving integration marks for each town to distribute the adding land index of town in the general land use planning of country.
