摘要
发展工业是各级政府财税的主要来源,而工业用地的供应主要以协议出让为主。地方政府往往通过地价的优惠来吸引投资,导致工业用地效率低、土地闲置浪费现象严重等问题。研究工业项目用地控制指标,侧重从行政管理的角度为用地审批、管理和考核提供依据和标准,以提高土地使用效率。针对开发区土地利用特点,以北京经济技术开发区为例,采用统计分析和比较的方法,从分行业、类型和规模的角度研究工业项目的用地效率,对工业用地项目的投资强度、产出强度、绿地率、容积率、建筑系数提出控制标准。
Research on the control index of industrial land can provide criteria and measures for administration management and improve the land use efficiency. This paper analyzes the necessary land demand, spatial and economic intensity of land use by statistical tools, and sets up a control index system. Taking BDA as an example, the index system includes the minimum of investment intensity, output intensity according to different industries. It is showed that the greening rate should be between 20% and 30%, plot ratio shouldn' t be less than 0.8, and building density shouldn' t be less than 40 % in BDA. Finally, the paper proposes the suggestions on how to put this into practice.
