解决水污染和缺水问题是淮河治理的关键。新的战略是:建立淮河流域区(省);改建防护林为漏水池防护林;全局优化南水北调中线工程。
Solving problem of water pollution and water resource shortage is the key of harnessing the Huaihe River. The new strategies are to establish administration region （province）, to transform shelter belt for leaky pond shelter belt, to overall optimize the middle route of Southto-North water transfer project.
