建设工程质量政府监督管理机制是构成市场要素之间的相互制约关系.健全的法制体系是市场运转的基础,发达质量监督信息系统有效运行的手段,完善的制度是市场行为规范的前提,监督机构内外部约束循环机制是市场竞争健康发展的动力.
Government supervision and management mechanism for construction quality constitutes relationship restricting each other between market key factors. Sound legal system is a foundation of market movement. Developed information system for construction quality supervision is mean for effectively moving mechanism. Perfect institution of supervision and management is premise of regulating action. Sound moving of cycling restriction mechanism for inside and outside supervisory organization is motive power to improve sound development of market competition.
