For successive years the power consumption in Jiangsu province keeps growing rapidly, with an average growth rate of more than 15% from 2001, and the power supply strain has restricted the development of national economy. With the overall power source remaining unchanged, it is an appropriate method to implement the time-of-use electricity price policy for easing the power consumption conflict and for ensuring the orderly development of national economy. The implementation process, the effects, experiences and existing problems of the time-of-use price policy are explained, and some suggestions are put forward.
