下岗失业群体的社会保障制度与实践运作 被引量：5

Research on the Social Security System of the Unemployed Colony

摘要 本文通过对东北两市下岗失业人员社会保障状况的调查分析,旨在揭示有关下岗失业人员的社会保障制度在实践运行中存在的问题,并对其原因加以探讨。本文对社会保障制度的讨论并不局限于对制度本身的讨论,而是从制度运行的社会结构背景、制度与制度实施对象的关系入手进行分析。本文认为从制度运行的背景来看,导致制度在实践运行中出现问题的原因存在于四个方面;而从制度与目标人群的关系来看,社会保障制度的设计并没有从下岗失业人员的具体需求出发,而是实施了重保险、轻救助的保障模式,下岗失业人员的实际需求与制度目标存在着差距。
