摘要
高水平大学的建设是一个较长期的过程,不仅要形成尊重学术和民主管理的氛围,还要以本科教育为中心,形成自己的特色;既要服务于国家和社会的需要,又要注意摒弃极端的功利主义倾向。在高水平大学建设中,大学办学自主权和政府宏观管理缺一不可。建设高水平的大学,校长是关键,学科建设和教师队伍建设是重中之重。
In the long construction process of a top-level university, not only the atmosphere of respecting academy and democratic management should be developed, but also the efforts must be focused on four-year college education with special characteristics. The development of a top-level university should satisfy the needs of the state and the society while avoiding the tendency of extreme utilitarianism. In the construction of a top-level university, both the university＇s autonomy and the government＇s macro-level management are indispensable, with the president as the key link and the disciplinary development plus teacher contingent as top priority.
