摘要
抗日战争时期立法院的立法工作,根据它与抗日战争局势的关系的直接程度,可划分为“战时法令”与“一般法令”。在此期间,立法院一方面以立法来配合抗战需要,另一方面使国家的法律体系逐渐完备,其在抗日战争的作用,应该肯定。不过,它只是国民政府属下的立法机构。同时,也要注意其通过法令的基本条文与实际实施之间的差距。
The legislative work of the legislature during the Anti-Japanese Wax was classified into ＂laws and decrees in the wax time＂ and ＂common laws and decrees＂ according to their relationship with the wax. The legislative work met the needs of the wax and helped to complete the national system of laws and decrees. Nevertheless, the acts passed in the legislative body were not all applied to the social practce.
