摘要
为确保竣工备案决策的科学性,对涉及到建设工程质量的行为及其活动结果进行了全面分析,建立了竣工备案综合评价指标体系,并用模糊方法对竣工备案指标体系进行了量化。通过模糊运算可得出竣工备案综合评价隶属评价等级的量化值,据此能判断是否可以竣工备案,这为竣工备案提供了实用决策方法;通过确定隶属等级量化值的评定标准,采用二次二级综合评价来区分监督机构法人和项目监督小组的决策权限,可以实现政府质量监督小组和监督机构两个层次的互动决策过程,全面履行监督工程师责任制和监督机构法人负责制,提高竣工备案决策质量。
It＇s an important measure to carry out acceptance for completed project in China. This paper forms a rating system for completed projects based on quality activities and their results in overall. The system is measured by fuzzy method. By fuzzy operation, a result of comprehensive quantitative evaluation on acceptance for completed construction projects is given. It can provide a quantitative method for scientific decision on acceptance for completed construction projects for supervision engineers and organization. At the same time, based on the rating standard using two times two-grades comprehensive evaluation can differentiate the limits of authority between project supervisors and their organization. This can embody two-level duty of supervisors and their organization during decision process and improve decision quality.
