摘要
长江上游宜宾以下河道采砂规划编制工作2005年10月启动。规划力求科学划定禁采区、禁采期、可采区、可采期、年度开采总量等指标。规划主要有基础性分析和研究分析两部分内容。规划编制中要正确处理四个关系,即采砂总量控制与泥沙来量的关系,可采区与可采点的关系,可采区规划和生态与环境保护的关系,可采区规划与年度实施要求的关系。
Sand excavation planning of fiver courses lower Yibin in the upper reaches of the Yangtze River was initiated on October 2005. The planning aims at scientifically defining the indexes of ban area, ban duration, permission area and permission duration and total quantity of annual excavation. The planning includes two contents of basic analysis and studies, which shall properly deal with four relationships, i.e. total quantity control with sediment, permission area with permission site, planning of permission area with environment protection, planning of permission area and annual implementation requirement.
