摘要
我国非经营性国有资产管理体制的不健全,在很大程度上是理论认识不足造成的,如对非经营性国有资产管理非生产性和经济收益的片面认识等。从操作层面看,资产的形成、使用、处置等明显不合理。但是,症结还在于体制。在总结实践部门改革的基础上,提出了非经营性国有资产管理的改革方向。
The reason of the incompleteness of management system of non-operating state-owned assets in our country lies much in the lack of theoretical knowledge, such as the unilateral understanding of its non-productiveness and economic returns. The formation, usage and disposal of the assets were obviously unreasonable. The sticking point lies in system. After concluding the reform of operating departments, this article proposed the reform direction of nonoperating state-owned assets.
