摘要
城市供热产业具有自然垄断产业的基本特征,在城市公用事业逐步放松政府规制引入竞争的过程中,供热价格存在的问题日益凸现出来。本文从供热产业价格的现状分析入手,在阐明供热价格规制改革目的的基础上,对供热价格的规制改革进行了深入的研究,提出了通过激励性成本定价机制来形成供热零售价格和采用服务成本规制来制定供热管网接入价格的基本思路。
Heating industry in a city has the basic characteristic of natural monopoly industry. During the process of gradually relaxing governmental regulation and introducing competition in urban public utility, the problems of heating prices have increasingly been prominent. This paper starts from the analysis on the current situation of prices in heating industry. Based on the illumination of the purposes of heating price regulation reform, it makes a deep study on the heating price regulation reform. It proposes the thought that we should adopt the incentive cost-pricing mechanism to form the retail prices of heating and use the service-cost regulation to set the fees of connecting into heating pipeline net.
