摘要
对美国高校科技成果转化过程中政府立法、设立专门机构、服务社会的办学理念、校企合作、风险投资等方面的成功经验进行了分析,在此基础之上,提出加快立法支持、转变大学办学理念与改进科技成果转化政策、建立或重建高校科技推广的机构、明确知识产权归属、增加科技成果转化资金投入等政策建议。
The paper analyzes the government lawmaking, the establishment of specialized sci- tech research achievements transferring institutions,the notion of university serving for the society, cooperation of universities and enterprises and venturing investment in the process of sci - tech research achievements transferring in America universities. Also, it presents the policies, such as the quick lawmaking, transferring the notion of running the university,improving the policies in sci- teeh research achievements transferring,setting up the relevant institutions to transfer the universities sei - tech researches achievements,identifying the sci- tech research achievements ownership and increasing the investment for the sei - tech research achievements transferring.
