文章论述了政府干预农业技术进步的必要性和政府干预应遵循的五项原则。政府干预农业技术进步的手段包括经济手段、行政手段、信息手段和法律手段。
The author elaborated the necessity of the governmental interference on the technical progress of agriculture and the five principles which should be abided under the governmental interference. The methods of the governmental interference on the technical progress of agriculture include economic, administrative, informational and legal methods.
