摘要
良种补贴政策是我国为加快良种推广,促进农作物良种区域化种植,提高农产品品质专门设立的一项农业补贴政策。现行良种补贴方式基本上是政府通过招标确定供种企业,供种企业以优惠价供种到农户。通过对江苏省水稻良种补贴政策的分析,认为现行补贴方式有失公平,供种单位倾向于国有公司,供种价格甚至超过政府指导价上限,扰乱了种业市场秩序。提出对现行良种补贴方式必须进行改革或者完善,以实现政府政策初衷。
The improved variety seed subsidy policy is one of our country＇s agricultural subsidy policies which were specially set up to speed up the improved variety, enlarge the crops regionalized planting, and improve the agricultural product quality. The present subsidy is provided in a way that the government confirms the provider of seed through public bidding and the provider then sells seeds to the peasant households on a favorable price. Based on a positive analysis on Jiangsu Province, this paper argues that the present subsidy is unfair to some certain extent. The state-owned enterprises are the primary providers of seed and the price even exceeds the upper limit which the government sets, which destroyed the market order of seed industry. The paper proposes that the government must carry on reform or consummation on the present improved variety subsidy.
