摘要
农村“留守子女”较普遍的存在着身体成长遭遇不幸,教育、管理严重不足,心理健康受到威胁,并随时可能成为不法分子侵害者的问题。监护人缺位和错位是导致这些问题的直接原因,城、乡发展不协调是造成这些问题的深层次原因。在构建和谐社会的过程中,解决这些问题,重要的是完善立法,加强制度建设。
