摘要
东部地区劳动密集型产业向中西部地区转移，是我国经济持续协调发展的客观要求和必然趋势。在东部劳动密集型产业自发的跨区转移已经开始的情况下，目前我国促进产业转移的机制尚不健全，承接产业转移的环境有待优化。因此，东部发达地区应以产业政策为核心，在产业、土地、劳动力、能源资源、税收等五个方面实行区域差别政策，创造有利于产业转移和产业升级的政策环境。而中西部地区也要提前做好承接产业转移的准备。
The transfer of eastern labor-dense industries to middle and west regions is an objective requirement and inevitable trend. At present, the spontaneous cross-regional transfer of eastern labor-dense industries is in progress, but the promotion mechanism is not suitable, the development environment for accepting this industrial transfer is not matching. Therefore eastern developed regions should take the industrial transfer as the core, carry out distinct policies in different regions in terms of industry, land, labor force, energy sources, tax and so on, to build a favorable environment for industrial transfer and upgrade. Meanwhile middle and west regions should prepare for accepting industrial transfer ahead of schedule.
